The Yukon Nominee Program (YNP) has undergone a major transformation in its application process for permanent residency (PR) nominations. Employers and foreign nationals will no longer be able to submit direct applications to the program.
It will be effective from March 31, 2025. Instead, the Yukon Nominee Program has introduced an Expression of Interest (EOI) system, which is expected to streamline the selection process and prioritize high-demand candidates.
Under the newly implemented EOI system, employers must first receive an invitation from the YNP before they can submit an application for a foreign worker’s nomination. This marks a significant departure from the previous system.
In the previous system, the applications could be submitted directly without prior approval. The new system aims to make obtaining a territorial nomination for Canadian PR through the YNP more competitive, as only the most qualified candidates will be invited to apply.
The EOI intake will begin on March 31, 2025, at 9:00 AM Yukon Standard Time (YST) and will close on April 22, 2025, at 4:30 PM YST. Employers must submit a simple web form with key details about the foreign worker they wish to nominate.
The YNP will then assess the submissions, identify top candidates, and invite select individuals to submit full applications. This shift ensures that nominations are awarded based on priority rather than a first-come, first-served basis.
YNP will prioritize the following categories of candidates for PR nominations in 2025:

Eligible candidates will receive a letter of support from the Yukon government, which they can include in their work permit applications. The intake for this special program opened on March 19, 2025, and will close on April 2, 2025, at 4:30 PM YST.
One of the main reasons for this shift is the federal government’s reduction of nomination allocations to the YNP. For 2025, Yukon will receive only 215 nomination spots-nearly half of the previous year’s allocation.
Canada Immigration Levels Plan 2025-2027 has reduced the PNP quotas by 50%. Due to the high demand for PR spots, Yukon has opted for the EOI system to focus on the most skilled and qualified candidates.
The transition to the EOI system means that employers must now go through a more selective process when seeking foreign talent. Foreign workers who wish to apply under the YNP will need to ensure that they meet the new prioritization criteria to increase their chances of being selected.
By prioritizing candidates with Yukon work experience, French language skills, and Yukon University credentials, the YNP aims to ensure that its limited PR nominations go to individuals who are most likely to contribute to the local economy and integrate successfully.
