Quebec has announced a cap on international student applications under the Foreign Student Program. It will be effective from February 26, 2025, to February 26, 2026 and the province will accept a maximum of 124,760 study permit applications.
This cap applies to all new study permit applications received after February 26, 2025, and is designed to regulate enrollment while maintaining educational excellence. The Government of Quebec has outlined the allocation of applications across various educational institutions:

To accommodate special cases, Quebec has outlined exceptions for:
Jean-François Roberge emphasized that this one-year cap allows the government to reassess policies based on evolving strategic needs. For the first time, Quebec's Immigration Levels Plan will incorporate temporary immigration targets.

This announcement follows the Canadian federal government’s recent decision to cap Canada study permit applications nationwide. In January 2025, Immigration, Refugees, and Citizenship Canada (IRCC) set a national cap of 550,162 applications, effective until December 31, 2025.
The expected number of study permits for Quebec, based on Provincial Attestation Letters (PALs), is 72,977.Both the federal and provincial measures reflect Canada’s commitment to ensuring a sustainable influx of international students while maintaining high-quality education standards.
