OINP's regulatory amendments introduce Expression of Interest (EOI) system

The Ministry of Labor, Training, and Skills Development will introduce an expression of interest system for the Ontario Immigrant Nominee Program (OINP). On March 15, 2021, Ontario filed the following amending regulations made under the Ontario Immigration Act, 2015 to introduce an EOI system:

  • Ontario Regulation 422/17 (General)
  • Ontario Regulation 421/17 (Ontario Immigrant Nominee Program approvals and other matters)

Benefits of EOI system

  • Strategically manage inputs
  • Increase the responsiveness of the OINP labor market
  • Meets the demands of the local labor market

This new EOI system is for the following Ontario PNP's immigration stream:

  • Employer job-offer category (International Student, In-Demand Skills and Foreign Worker) 
  • Masters Graduate stream
  • Ph.D. Graduate stream

These flows are currently closed to new applicants. They will open up to new applicants when the Expression of Interest System launches in the coming weeks.

The Expression of Interest System is a points-based registration system that helps us select qualified economic immigrants to meet the needs of the province's labor market.

By registering, you are expressing only an interest in applying to the OINP. This is not an application to OINP or for permanent residence. You can only apply to the OINP under an Expression of Interest stream if you have been invited to apply.
