The Northwest Territory Nominee Program has reopened its application intake on February 27, 2025. The process will open at 9 a.m. MT on February 27 and close at 5 p.m. MT on March 6. All eligible candidates for this program can apply through the official website.
The NTNP had a target of 150 total applications in 2025. Out of this, 60 applications have been submitted in 2024 and now 90 applications will be accepted from February 27, 2025. The applicants will be selected randomly and not on a first-come basis.
The government of NTNP has made these changes to support the needs of NWT employers, to recognize the ones who have made significant contributions to the economy, and to balance the needs of those with expiring work permits soon.
In 2025, the government has allocated the nominations stream by stream in the following manner:
Employer-Driven Stream
The Employer-Driven Stream enables local employers to recruit and nominate foreign workers to apply for Canada PR. This stream is employer-dependent, meaning a foreign national cannot apply directly, an NWT employer must apply on their behalf.
This stream is divided into three categories:

For 2025, NTNP has introduced application submission limits for NWT employers, which will depend on the size of their workforce.
Employer-Driven and Francophone Stream
Another employer-led pathway, the NTNP Francophone Stream, allows businesses in the Northwest Territories to hire and nominate bilingual foreign nationals for PR. To qualify, candidates must have a valid job offer from an NWT employer and demonstrate proficiency in both French and English.
This stream covers occupations across all National Occupational TEER levels. The table below shows the application allocation by the NTNP authorities:

A major shift in PNP allocations across Canada has affected the NTNP’s intake process. Due to a 50% reduction in the Northwest Territories’ nomination quota for 2025, application volumes are being adjusted accordingly.
This change follows IRCC's decision to cut Canada’s overall Provincial Nominee Program landing targets in response to housing and affordability challenges. The NTNP itself saw unprecedented demand in 2024, reaching its annual immigrant allocation by July.
With continued high interest, these new constraints are set to significantly impact applicants and employers alike. The government of NTNP has made these changes to support the needs of NWT employers.
