New Rules: How Canadian Provinces Are Updating Nominee Criteria?

In recent months, several Canadian provinces and territories have changed how they select candidates for permanent residency (PR) through their Provincial Nominee Programs (PNPs). These changes mark a shift from direct application streams to a competitive system known as the Expression of Interest (EOI).

Earlier, many PNPs allowed foreign nationals to apply directly for provincial nomination through specific streams, often tied to job offers. If successful, these applicants received a nomination certificate, which supported their application for permanent residence to the federal government.

Today, however, the majority of these programs no longer accept direct applications. Instead, candidates must first submit an Expression of Interest. From this pool of EOIs, provinces issue invitations to candidates whose profiles align with current economic or demographic needs.

Understanding the Expression of Interest (EOI) System

An EOI system functions as a pre-application screening tool. It allows provinces and territories to:

  • Evaluate prospective immigrants based on factors like education, work experience, and language proficiency.
  • Rank candidates in a pool according to a points-based system.
  • Issue invitations to top-ranking individuals during periodic draws.
  • Invite selected candidates to submit full applications for nomination.

The goal is to better align immigration with regional labour market demands, streamline processing, and ensure a higher quality of applicants.

Provinces That Recently Adopted EOI Systems

Over the past year, several regions have transitioned to the EOI model:

  • Yukon: As of early 2025, Yukon requires employers, not candidates to submit EOIs on behalf of potential foreign workers for its nominee program.
  • New Brunswick: In March 2025, New Brunswick adopted the EOI system for two of its enhanced pathways under the NBPNP.
  • Newfoundland and Labrador: The province implemented EOI systems for both its PNP and Atlantic Immigration Program pathways in February 2025.
  • Alberta: The Alberta Advantage Immigration Program launched new EOI pathways in September 2024.

These changes reflect a growing national trend toward more controlled and targeted immigration pathways.

Which Provinces and Territories Use EOI Systems?

As of now, the following regions use EOI systems for at least one immigration stream:

  • Alberta
  • British Columbia
  • Manitoba
  • New Brunswick
  • Newfoundland and Labrador
  • Ontario
  • Prince Edward Island
  • Quebec
  • Saskatchewan
  • Yukon

Tips to Improve Your Chances Under the EOI System

Since EOI systems are competitive, it is crucial to optimize your profile. Here are some strategies to help you stand out:

  • Maximize Language and Academic Scores: High scores in approved language tests (IELTS, CELPIP, TEF) and strong academic credentials, especially those backed by Educational Credential Assessments (ECAs) can significantly boost your rank.
  • Secure a Job Offer: While not always mandatory, a valid job offer from a Canadian employer can add valuable points to your profile and may be essential for some streams.
  • Apply Strategically: Identify which provincial streams you qualify for and compare your score to recent draw results. Some streams are more competitive than others, so target those that align with your strengths.
  • Submit to Multiple PNPs (If Eligible): If you are open to living in different provinces, consider submitting EOIs to more than one PNP. Just be aware that applying for nomination from more than one province can lead to issues if you claim intent to reside in more than one place.
  • Prepare Documentation Early: Many documents required for the full application (police clearances, ECAs, and reference letters) take time to obtain. Start collecting these as soon as possible to avoid missing tight deadlines after receiving an invitation.

Why Are Provinces Adopting the EOI System?

Canada has seen historic immigration numbers in recent years. Statistics Canada reported record-high population growth from international migration in every province and territory during 2022–2023. However, each province and territory has a federally determined cap on the number of nominations they can issue annually.

The EOI system helps address these challenges by allowing:

  • A consistent, year-round pool of qualified candidates
  • Draws based on immediate labour market needs
  • Greater control over who is invited to apply
  • Faster processing and reduced backlogs

This approach contrasts with the old “first-come, first-served” model, which often led to a rush of applications and long wait times, only to close quickly once quotas were filled.

What is the Provincial Nominee Program?

PNP is a Canadian immigration program that allows provinces and territories to nominate individuals who wish to immigrate to Canada and are interested in settling in a particular province. Each province (except Quebec) has its own streams targeting students, skilled workers, entrepreneurs, and semi-skilled workers. A provincial nomination can significantly increase the chances of receiving an Invitation to Apply (ITA) for permanent residence through Express Entry.

A Quick Overview of the PNP Process

Canadian Provincial Nominee Programs (PNPs), run by all provinces and territories except Nunavut and Quebec, aim to attract skilled immigrants who can contribute to the local economy. For PNPs using the EOI system, the process typically follows three stages:

  • Submit an EOI: Candidates express their interest and enter the applicant pool.
  • Receive an Invitation: If selected, candidates are invited to submit a full application for nomination.
  • Apply for PR: Upon receiving a nomination, candidates apply for Canada PR with the federal government.

Conclusion

As more provinces move toward the EOI model, it is essential for immigration hopefuls to stay informed, be strategic, and prepare thoroughly. This system rewards the most prepared and best-qualified candidates and with the right planning, you could be among them.
