IRCC Announces Eligibility for New Home Care Worker Immigration Pilots

Immigration, Refugees and Citizenship Canada (IRCC) has announced the eligibility criteria for the Home Care Worker Immigration Pilots, making it easier for foreign workers to qualify. The factors affecting eligibility are education, language proficiency, and work experience.

Home care workers seeking Canada permanent residence now have more details on the upcoming Home Care Worker Immigration Pilots. The potential applicants can prepare themselves for Educational Credential Assessment (ECA), and take a language test.

Overview of the Home Care Worker Immigration Pilots

It is all set to launch on March 31, 2025, and will provide two new Labour Market Impact Assessment (LMIA)-exempt immigration pathways. IRCC has not released any details regarding the application process for eligible foreign nationals outside of Canada.

These pathways will allow foreign home care workers to secure employment and obtain permanent residence (PR) upon arrival in Canada. Initially, only applicants already in Canada will be eligible, with applications from overseas candidates accepted at a later date.

The HCWP consists of two streams:

Workers in Canada Stream - Accepting applications from March 31, 2025.
Applicants Not Working in Canada Stream - Will open later in the year.

Eligible Criteria for HCWP

The eligibility criteria for the Home Care Worker Pilots are mentioned below in the table:

Language Proficiency	CLB 4 or higher in English or French.
Job Offer	Must have a job offer from either: A private household. OR An organization that directly hires full-time home care workers to provide short-term or occasional home care.
Education	Secondary school diploma.

Special Provisions for Out-of-Status Workers and Previous Applicants

The Canadian government has extended the eligibility to home care workers who are currently out of status. A limited number of spots are available to those who want to immigrate to Canada and are eligible under this provision.

Additionally, applicants from the now-closed Home Child Care Provider and Home Support Worker Pilots may still qualify under previous guidelines if they applied before June 2024 and have accumulated sufficient work experience.
