Immigration, Refugees and Citizenship Canada (IRCC) has announced the eligibility criteria for the Home Care Worker Immigration Pilots, making it easier for foreign workers to qualify. The factors affecting eligibility are education, language proficiency, and work experience.
Home care workers seeking Canada permanent residence now have more details on the upcoming Home Care Worker Immigration Pilots. The potential applicants can prepare themselves for Educational Credential Assessment (ECA), and take a language test.
It is all set to launch on March 31, 2025, and will provide two new Labour Market Impact Assessment (LMIA)-exempt immigration pathways. IRCC has not released any details regarding the application process for eligible foreign nationals outside of Canada.
These pathways will allow foreign home care workers to secure employment and obtain permanent residence (PR) upon arrival in Canada. Initially, only applicants already in Canada will be eligible, with applications from overseas candidates accepted at a later date.

The Canadian government has extended the eligibility to home care workers who are currently out of status. A limited number of spots are available to those who want to immigrate to Canada and are eligible under this provision.
Additionally, applicants from the now-closed Home Child Care Provider and Home Support Worker Pilots may still qualify under previous guidelines if they applied before June 2024 and have accumulated sufficient work experience.
The Home Care Worker Pilots gives benefits to both Canadian families and caregivers who wish to settle permanently. It ensures access to a professional caregiving workforce for families and offers job security, and great salary for caregivers.
According to the Canada Immigration Levels Plan 2025-2027, IRCC has allocated 10,920 new immigrant admissions spots through “Federal Economic Pilots”, under which the new Home Care Worker Immigration Pilots will fall.
This initiative not only promotes family reunification for caregivers but also creates a positive impact on the Canadian economy. It will also boost the participation of the local communities in fulfilling the labour needs of the society.
