Canada Immigration Levels Plan, which sets targets for how many immigrants the country will invite each year, has significant implications for Express Entry candidates. Canada immigration continues to be an integral part of their economy. According to the plan, the Express Entry candidates have more PR spots in 2025 than the previous year. However, this year we saw a reduction in the number of Permanent Residents target.
The primary question that arises is the impact of the plan on the Express Entry candidates. Two main types of candidates can benefit from this:-

The 2025 target of 124,680 Express Entry Candidates, which includes both “Economic Priorities” and “In-Canada Focus” shows an increase from the 2024 target. In 2024, IRCC had targeted the Federal High Skilled Category. Applicants can expect a higher number of ITAs through the Express Entry pathway in 2025 than in 2024.
One of the key changes in the recent Immigration Levels Plan is the prioritization of in-Canada candidates. You have a higher chance of receiving an ITA if you have a temporary work permit in Canada. The Canadian government is keen on retaining the skilled workers.
Recently, Marc Miller announced his intention to have more in-Canada immigration draws. It would help the temporary residents aiming to secure Permanent Resident status. IRCC has issued 25,700 ITAs over 8 CEC draws from May to October 2024.
IRCC will be more focused on candidates who are more proficient in the French language or are highly skilled. Canada will promote cultural diversity and address labour shortage problem. IRCC has set a target of 41,700 permanent residents for a category called “Federal Economic Priorities”. They will target this category with the help of category-based draws.
Category-based draws will invite those who fall under these categories to apply for Canada Permanent Residency:-
To be eligible for category-based immigration draws, the candidate should have six years of experience (full-time or an equivalent part-time) over the last 3 years in an in-demand occupation.

According to the plan, healthcare, trades, and French-speaking candidates will be given more advantages. Overseas candidates may face increased competition. But, those in high-demand occupations and great profiles have a lot more opportunities.
