Timmins, a Northern Ontario city, has become the first community to release its list of priority occupations and sectors for two new permanent residence (PR) pathways under Canada’s Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP).
Both the RCIP and FCIP in Timmins focus on the following priority sectors:
To participate, employers must operate within one of these in-demand sectors and offer roles listed as in-demand.
RCIP is a Canadian immigration program designed to help smaller rural and northern communities attract and retain skilled foreign workers to meet local labor market needs.

FCIP is aimed at attracting French-speaking immigrants to settle outside the province of Quebec to support the development of Francophone minority communities in Canada.

The designation of priority sectors and occupations plays a vital role in shaping the success of Canada’s newly launched Rural and Francophone Community Immigration Pilots. These programs, introduced on January 30, 2025, are employer-driven and aim to address workforce shortages in specific regions by welcoming skilled foreign workers.
In the case of Timmins, only businesses operating within the identified key sectors and occupations will be eligible to become designated employers. It allows these employers to participate in the pilots and offer job opportunities to prospective immigrants. To qualify for the RCIP or FCIP, candidates must secure a valid job offer from one of these approved employers.
Both the RCIP and FCIP are tailored to meet localized labour needs. The RCIP targets rural communities outside Quebec, while the FCIP focuses on attracting French-speaking talent to strengthen the bilingual workforce. In both pathways, foreign nationals receive a direct route to permanent residency, along with the benefit of a LMIA-exempt work permit.
To ensure the integrity of the program, communities like Timmins are working closely with IRCC to identify labour shortages, and recommend eligible candidates. Each participating community is represented by a local economic development organization responsible for overseeing the process.
A total of 18 communities have been selected to take part in these pilots, with more expected to release their lists of priority employers and occupations soon. This initiative is a strategic response to Canada’s broader immigration goals, supporting both demographic sustainability and economic growth.
