Immigration, Refugees, and Citizenship Canada (IRCC) have conducted 222 PNP draws. It invited a total of 89,257 candidates through the PNP system. Various Provincial Nominee Programs (PNPs) conduct draws to invite candidates to apply for Canada PR.
While some PNPs require candidates to submit an Expression of Interest (EOI) profile into the pool to qualify for these draws. In contrast, certain programs directly invite candidates from the Express Entry pool. It totally depends on the candidate’s profile.
In 2024, the Provincial Nominee Programs (PNPs) of Manitoba, Ontario, British Columbia, Alberta, PEI, Quebec, and Saskatchewan actively invited candidates for Canadian permanent residence. Overall, the department conducted 222 PNP draws.
British Columbia held the highest number of draws, focusing on both the skills and entrepreneur immigration streams. On one hand, the Ontario PNP issued the highest number of invitations, with a total of 45,286 candidates invited to the pool.
On the other hand, the Saskatchewan PNP draw issued the lowest number of invitations, reaching a total of 244 ITAs. The table below shows the number of draws, number of invitations, key streams targeted, and score range of each PNP draw:-

There were fluctuations in the scores of PNP draws in 2024. The minimum CRS score was 33 under the Employer Job Offer: Foreign Worker Stream of the Ontario PNP. Candidates who possess great skills and can contribute to the economy had higher chances of getting Canada PR.
The maximum CRS score required was 872 under the Manitoba PNP draw. The final Manitoba PNP draw was held on 27 December 2024 and the CRS score was 857. The PNP draws help the department select skilled workers who can fulfill the economic and labour needs of the province.
The Provincial Nominee Program (PNP) is an immigration pathway designed to address specific labor market needs across Canada’s provinces. Through the PNP, provinces, and territories can nominate individuals for PR based on various factors.
These factors include work experience, language skills, and ability to contribute to the local economy.
