Canada Announces Launch Date for Home Care Worker Immigration Pilots

Immigration, Refugees and Citizenship Canada (IRCC) has announced that Home Care Worker Immigration Pilots will be open on 31 March 2025. The Home Child Care Provider Pilot and Home Support Worker Pilot has been discontinued.

The new Canadian caregiver programs will replace the existing ones and provide a pathway to Canada Permanent Residency (Canada PR). It is an essential pathway for those home workers who wish to immigrate to Canada with a decent job.

Key Highlights of the Home Care Worker Program

The main key highlights of the Home Care Worker Program are as follows:

  • Various Job Opportunities: One of the main reasons that people immigrate to Canada is due to employment opportunities. The applicants can even work part-time for individuals who are recovering from diseases. There are a variety of options available for caregivers and home care workers.
  • Permanent Residency on arrival: Unlike other immigration pathways or programs, this does not delay the process. The aspiring immigrant will get PR status as soon as the person arrives in Canada.
  • Simpler Access to Canada PR: This program gives a streamlined and simpler process for skilled caregivers to get Canada Permanent Residency status.

Eligibility Criteria

One needs to fulfill the requirements mentioned below:

  • Hold a degree equivalent to a Canadian high school diploma
  • Minimum Canadian Language Benchmark (CLB) 4 in English language proficiency
  • Have recent and relevant experience
  • An offer of full-time employment in a home care job

Candidates for previous home care worker immigration programs only required 6 months of eligible experience to qualify for permanent residence as of 16 June 2024. IRCC is yet to update on this.

Previous Caregivers Program

As these new caregiver pilot programs take shape, it is crucial to know the discontinued caregiver pathways to gain clarity and avoid misconceptions or fraudulent practices.

Here is an overview of discontinued caregiver pathways:

  • Home Child Care Provider Pilot and Home Support Worker Pilot: It is closed to new applications as of June 17, 2024.
  • Live-in Caregiver Program (LCP): It has stopped accepting new applications in 2014.
  • Caring for Children Program: It was concluded on June 18, 2019.
  • Caring for People with High Medical Needs Program: It has been ceased on June 18, 2019.
  • Interim Pathway for Caregivers: A temporary measure that ended on October 8, 2019.

Understanding these previous programs helps in knowing the current caregiver initiatives with accuracy and confidence.

Impact of this Announcement

The introduction of these caregiver pilot programs brings significant benefits for both Canadian families and caregivers. It ensures access to a professional caregiving workforce for families and offers job security for caregivers.

According to the Canada Immigration Levels Plan 2025-2027, IRCC has allocated 10,920 new immigrant admissions spots through “Federal Economic Pilots”, under which the new Home Care Worker Immigration Pilots will fall.

This initiative not only promotes family reunification for caregivers but also creates a positive impact on the Canadian economy by fostering their active participation in local communities and societies.
