Big News! IRCC Reveals Full Details About Home Care Worker Immigration Pilot

Immigration, Refugees and Citizenship Canada (IRCC) has revealed full details about the Home Care Worker Immigration. The Canadian government has announced the occupation selected for these pilot programs and the application fee for those to get Canada Permanent Residency.

Home Care Worker Immigration

The Home Care Worker Immigration is divided into two pilot programs: Child Care and Home Support. As previously announced each program will feature two streams:

  • Workers in Canada Stream
  • Applicants not working in Canada Stream.

The Workers in Canada stream for each pilot will accept applications from 10 am EDT on March 31, 202,5 to March 30, 2026, or until the cap has been reached.

Eligibility Requirements for HCWP

The eligibility requirements for HCWP Child Care and HCWP Home Support are as follows:

Professions Included in the Home Care Worker Pilot Program

Immigration, Refugees, and Citizenship Canada (IRCC) have outlined the specific occupations eligible for the Home Care Worker Pilot Program (HCWP), categorizing them into two main groups: Child Care and Home Support.

HCWP: Child Care

The following occupations are eligible under the Child Care pilot:

  • Home Child Care Providers (NOC 44100): This includes nannies, babysitters, and parent helpers who provide care in private households.
  • Early Childhood Educators and Assistants (NOC 42202): This category includes professionals like daycare teachers, but experience as a daycare supervisor or educator doesn’t qualify.

NOTE: Foster parenting does not count toward eligibility.

HCWP: Home Support

The eligible occupations under the Home Support pilot are:

  • Home Support Workers, Caregivers, and Related Occupations (NOC 44101)
  • Nurse Aides, Orderlies, and Patient Service Associates (NOC 33102)

NOTE: Work experience from institutional settings, like long-term care facilities, is eligible. The experience must not have been gained while a full-time student or through self-employment.

Training Requirements for the HCWP

Foreign nationals who lack qualifying work experience may still apply if they have relevant professional training. To be eligible, their educational credential must:

  • Be at the post-secondary level and have been completed within the past two years
  • Be related to an eligible NOC for one of the HCWP categories,
  • Have been studied full-time (at least 15 hours per week) in a classroom setting,

Moreover, applicants must be at least 17 years old when they start their educational program.

Job Offers Under the HCWP

The offer must be for a position in one of the listed eligible NOCs and be full-time (at least 30 hours per week). It must be for a permanent, continuous role with no specified end date. Additionally, job offers must include wage details and a description of the role’s main duties. Applicants must demonstrate the likelihood of accepting and fulfilling the role described.

Genuine Job Offer Criteria

A “genuine” job offer must meet the following:

  • Real Need: The employer must prove they genuinely need the employee.
  • Capability: The employer must be able to meet the terms of the job offer.
  • Compliance: The employer must comply with all IRCC, federal, and provincial regulations.
  • Wage Requirements: The wage offered must meet or exceed the median wage for the occupation, as outlined by Canada’s Job Bank.

Employers must also demonstrate that they have been providing similar care services for at least a year before the job offer was made.

Eligible Employers Who Can Issue Job Offer

Eligible employers can issue job offers under the HCWP if they meet the following criteria:

  • Private Households: Individuals or families who are hiring care providers directly
  • Businesses/Non-Profit Organizations: Entities that have a direct employment relationship and manage working conditions, wages, and job responsibilities. Examples include home healthcare agencies, pediatric care providers, and other care-related businesses.

Requirements for Applicants Residing in Canada and Out-of-Status

Applicants Already in Canada

Foreign nationals currently residing in Canada are eligible to apply under the HCWP if they:

  • Hold a valid work permit
  • Have maintained their status
  • Are authorized to work under public policy

Applicants who are outside Canada at the time of application must prove that they habitually reside in Canada.

Out-of-Status Workers

A portion of the HCWP program allocation is reserved for regularizing out-of-status workers. These applicants must meet the following:

  • Be residing in Canada when they apply
  • Have entered Canada before December 16, 2021, and have lived there continuously since then
  • Not currently hold work authorization, temporary resident, and visitor status

Eligible out-of-status workers can apply even if their prior work was unauthorized.

Settlement Funds

Applicants outside Canada must demonstrate that they have sufficient funds to support themselves and their dependents upon arrival in Canada. The amount varies based on family size, with specific amounts outlined based on the number of family members. For instance, an individual needs at least $14,690, while a family of four would need around $27,297.

Application Fees for HCWP

The table below shows the application fees of HCWP are as follows:

Conclusion

According to the Canada Immigration Levels Plan 2025-2027, IRCC has allocated 10,920 new immigrant admissions spots through “Federal Economic Pilots”, under which the new Home Care Worker Immigration Pilots will fall.

This initiative not only promotes family reunification for caregivers but also creates a positive impact on the Canadian economy. It will also boost the participation of the local communities in fulfilling the labour needs of the society.
